When, following the suggestion of President Eisenhower, congress passed the Small Business Act and created the U.S. small Business Administration (SBA) in 1953, its stated mission was to aid, counsel, assist and protect, insofar as is possible, the interests of small business concerns,” and also ensure small businesses a fair proportion” of government contracts.
The SBA is authorized under this program to make direct loans to eligible and qualified intermediary lenders who will use those loan proceeds to make short-term, fixed-interest rate loans to start-up, newly established and growing small business concerns.
The mission of the Office of Business Development is to execute activities authorized under Sections 8(a) and 7(j) of the Small Business Act to provide business development assistance to firms that are owned and controlled by economically and socially disadvantaged individuals.
